I'd say citibank at 4.75% APY right now. They require no significant minimum and no fees. The only requirement is that you be a first time customer and sign up for both the EZ-checking and their online savings.
Free of all catches is emigrant direct & HSBC both at 4.65%

Yep I forgot about Amboy, it is the best w/o any catch. But their catch is making sure you use the special premier savings link for Amboy direct to set up the account. If you go to their homepage they only give you two different savings account options which both require significant minimums and are at lower interest rates.
Bankunited requires 5k for their 5% savings & not sure if they have another version w/o a minimum.
GMAC requires 500 USD minimum for the 4.8% APY. You can open w/ just 50 USD and get 4.7% APY but you will get hit w/ a monthly service charge until you get up to the 500 USD. The service charge is two tiered depending upon whether or not you set up the account for direct deposit.

There is also Presidential Bank, which has a 4.87% APR for balances up to $35K. There's a $5K minimum to open an account, but apparently no minimum balance requirement after that.
As a side note, Presidential has a checking account that pays 4.50% up to a $25K balance. Minimum to open is $1500, minimum ongoing balance is $1,000. This one requires direct deposit though.

OneUnited Bank is offering 5%. No min. Bank Deals gave some info on it. Some interesting fees, like $1 after 3rd withdrawl in a month. Interest is quarterly.

Since I signed up with ING 3 months ago, the interest rate has gone up from 4.15 to 4.25. Although other banks may now be offering a higner interest rate for savings accounts, I'm sticking with ING for now. With all these other banks starting to jump in on the internet savings account bandwagon, offering higher and higher interest rates, it makes me wonder about hidden fees as well as security.
Being in the information technology field, I hear horrer stories every day about personal data theft due to spyware on user's computers as well as about company databases getting compromised. ING has always had a focus on security, which is evidenced when logging on to your account. They require you to key in an account number and another form of ID that changes periodically (such as zip code, part of your SS#, etc...), as well as clicking your pin number into a virtual "keypad". This triple security logon provides excellent customer protection, as it pretty much eliminates the threat of a users spyware-infected PC from transmitting his/her credentials to a cyber-thief. It also tells me that ING takes security seriously, and with all of the security threats on the net today - that is most important to me.
