It's all smoke and mirrors because who audits the posted ranges against what people actually make in the role?

In my recent job search I came across some "interesting" tactics now that salary ranges are required to be posted here in WA State. Discussed salary requirements up front only to be told at the offer stage that it's company policy to hire in at "midpoint" despite qualifications. One went on to say they needed to maintain pay equity for others in the role. In both cases I said then why lead people on or post a range which is only theoretical? It seems unethical.
