Most of them will blow it away on partying! 100% guaranteed

If you stack that money away for 3%, u still get an annual income of $30,gz a year. You can't do anything with that kind of money anyways. Not in my city

If he wants to use that money to better his life, he needs to go to the US or Europe or Great Britain or somewhere where that money will actually fund a better life for him.
Not necessarily. Africa has major cities, some countries have more than one. People flood to the cities for jobs anyway, I think they may flood more to their own major cities, or possibly form new ones.

Overall, if everyone were given money with stipulations, and you could guarantee that there wouldn't be corruption (heavy regulations, etc...), then it could do some good. But then you could end up again with Colonization.

Some poor people would put free money to good use but probably 90% would be broke shortly thereafter.

Look at lottery winners as an example.

You're probably better off using the money to improve infrastructure like public transit, libraries, shelters, free healthcare than just giving everyone $1 million dollars. Those things would stick and provide a better lifestyle for people.

Pell saved my ass for a few years too. That and Michigan education award program [MEAP] . MEAP gave all high school students in Michigan 5200$ for participating in a test and graduating , to be used in 2 years for school. In 2006 this just about fully funded 2 years of community college. Pell (I think roughly the same amount) paid my school part time for a semester or two , then I got a job as a union railroad conductor. Still at the railroad now, and they have flipped about half of my last two years tuition, but I finally get awarded my BA next month!. Lol only took 10 years instead of 5. But no debt!
