We just replaced our windows. The old ones were single pane and were actually having issues with fogging due to broken seals. We had 15 windows replaced (13 double hung sliders and 2 non-sliding) and we have experienced quite a difference over what we had. We went with a model of window that was between mid and upper tier...cost was $7,000 with installation, after some negotiating
The windows definitely make things quieter inside the house. We also notice that A/C runs quite a bit less than it was in the past (and we've had a very hot summer so far). We are on budget billing with our electric company, so I can't say just how much it's reduced our bill.

It depends on a lot of factors, such as how much you're spending on energy now, how much your windows lose in heat during the winter/cool in the summer, etc. You'd probably have to get an energy audit done to get any realistic numbers. In most cases though, people do save. It just depends on how much.
