I heard the Roth IRA can be funded until April 2014 and still count for 2013, does that count for regular IRAs and other personal retirement accounts?

When it comes to a 401k, you have to fund that during the calendar year.

Employer plan contributions (401k, 403b, 457, Simple IRA) are made via payroll and get reported on your W-2. Therefore, contributions for 2013 are made from 2013 paychecks. If it is a 2014 paycheck, it is a 2014 contribution.
