My grandparents, who lived through the Great Depression and WWII, lived frugally without ever taking on much debt.
They may have been "broke" due to low income, lack of government programs, and high barriers to entry into the stock market and entrepreneurship to the average person back in that era, but they weren't broke due to being in debt.
