      If ebay was smart, they'd have a "power reporting" system. If a user has a history of reporting a very high % of fraudster listings, those users should be taken seriously, and those items investigated immediately. Or at the very least, the listing temporarily halted while ebay investigates.
      You are 100% right on this. I used to check back after reporting violations and it was very rare to see that action was taken. Very frustrating.

        You are trying to report one if his items right? I went through the report item sequence, and it does look like it'll let me report him. I don;'t want to report one of his items for no reason though.

          No. I didn't want to report an item. That method of reporting does seem to work just fine. What I was trying to do is report him specifically by using the report a violation option. Like yourself, if eBay looks at any of his auctions they aren't going to see any violations. It is is main page where he is crossing the line. Sadly none of those options allow you to enter text to explain that it is not a particular item but his main page.

                I got a reply from the eBay buyer who's e-mail address is posted. A grandfather just trying to build a collection of autographed baseballs and the player's card to go along with them. A collection he is building for his grandson.
