I believe the inspection places you speak of do three things. They make sure the seat hasn't been recalled; they make sure you know how to properly install it in your vehicle; and they make sure you know how to properly use it. They can not tell you if the seat itself is safe to use. Seats can have damage that isn't visible.

It sucks to think of 100s of the 1000s of car seats going into landfills. It would be great if there was an industry to inspect and, if necessary, refurbish. So much waste...

Some of the materials may be recyclable. I'm not really sure. They can't be refurbed because the plastic only lasts so long.

I've never heard of one checking the integrity of a car seat. Just the date, and proper install method. I suppose they may check for an obvious defect or recall, but I've not heard of them inspecting for a crack or certifying as safe. As Steve mentioned before that would put the person/department liable for harm. I highly doubt they put themselves on the line like that.

Of course I've also never been advised never use a used car seat, though it makes sense. I'm sure there is very little to be worried about, but I'd hate to be part of that small percentage that it did matter.

Used car seats if you do any google search will tell you it's not worth it unless you know the history.
