I got my W-2 from my former employee and the social security number is visible through the address window of the envelope mail. I just freeze all my credit. But is this legal? What should I do? Its kinda scary to just show your supposedly secret number to the world....

It sounds like the risk to you is pretty small, and exposure would have been limited to the postal carrier. An SSN leak used to be a bigger deal when SSN's were the unique identifier, verification, and primary key to just about every sensitive information database in the world. Now it takes a bit more work to pull off identity theft--an SSN by itself is pretty useless to would-be crooks.
So, take a deep breath, and go do your taxes
History will judge the complicit.

I agree that the risk is minimal but I'd still call the sender and raise hell about it.
