If you don't think there's enough of a need for it in your area - make a need for it. Offer services people haven't even thought of. Speed up their computer, offer 1:1 classes for the computer illiterate, clean the hardware like fans, etc. Do performance upgrades like RAM sticks, etc.
You can go far with this. Check out Rob Dahm on YouTube. He started repairing home computers and now he owns a Lamborghini. He's only about 30-years-old.

If I were you, I'd go the tech route, but you said you don't want to do that. I suggest re-considering. My brother was tech savvy, this was 25 yrs ago when that meant something different, he did not go around helping people because most were years away from even having a PC. He did programming, code writing and stuff I know nothing about part-time after school. When he was a junior in high school, he was already making twice what my dad made and this was from a side, part time gig that a kid was doing. May not be like that today, but I would guess your tech skills are worth more than your lawn mowing skills (something else you don't want to do).
you're only gonna know what works for you and what doesn't if you stop trying to make a fast buck and actually pick something and try it.

I have one idea... I have it about half a year already, but it was undoable... This idea is to make an Android App and put it in Google Store... And give it some price... Or I could do the same thing as the creator of Flappy Bird did... He made really obsesive game and put in some sorts of advertisements, because of many players, he made 50000$ in one day just by advertisements... I recently signed for something based on Android and how to make an Android App... I hope that I'll learn how to make it, but I don't know where to find that some advertisements like creator of Flappy Bird did... Anyone knows how can I put those advertisements in app? Where do I get them? There must be some company offering it.

There are a bunch of things you can do for people with more money than time in a good neighborhood. Rich people are always looking to save a little time. Scanning old photos, scanning old DVDs, making movie or dinner reservations, lifting and hauling, etc.
The problem is that a 13 year old in a poor neighborhood isn't going to have access to that kind of network. And the people in their neighborhood don't have the kind of discretionary cash for those kinds of things. You know what poor people have? Broke-ass stuff. Basketballs with holes, bikes with flat tires and chains that slip, a remote control car that doesn't run, etc.
We're a month away from Christmas and I'll bet there's a limited but manageable market for a kid who charges $5 an hour to put together bikes and assemble toys for Santa. I know I would have paid it! I'd use those conversations to drop the second sale: any old bikes or toys laying around? If you want me to fix them, I'd be happy to get them working again for $5. If not and they're just taking up space, I'd be happy to see if I can fix them up and get them into the hands of other kids by way of a local second hand store. You get rid of those old toys that don't work anyway, some kid gets a new toy for 80% off what he'd pay in the store, and I get a few bucks for making that happen.
You know what they have in working class neighborhoods? Second hand stores. The one near my house is called Kid 2 Kid* and runs a great volume of used toys and clothing. They won't be able to employ this kid directly, but they could tell him what he's looking for and refer him to people who have stuff that needs refurbishing.

Go round your neighbourhood and knock on doors - give them a price list. Babysitting, gardening, getting groceries, computer lessons, etc. Dress well. Speak well. Don't be shy and tell them directly that you are dependable and willing to prove yourself. Don't just drop letters. Speak to people individually.
