ATM Refund for using private ATM?

Hi,

Are there any Banks which give refunds for using a privately owned ATM, e.g. one not affiliated with an actual Bank?

I noticed most of the ATM refunds seem to mention refunds for "other bank ATMs" but nothing about private ATMs, or an ATM business not owned by a bank.

USAA refunds fees charged on any ATM withdrawal in my experience up to $15 per month.
