I think you are doing fine. SF is very expensive - not just housing but groceries are more expensive!
Here are my suggestions.
I agree you need to track your income/expenses. Mint is great or if you like computers, Quicken is good. You will be surprised at the leaks in your budget.
From what you said below, your income is $5800 per month and your expenses are $3000. If this is true, with a couple good months of keeping track of expenses and being frugal, you should be able to pay off the tax bill and most of your credit cards.
Keep the gym. Sounds like you use it a lot and if you didn't do that, you would probably spend more than that eating out and doing other things.
Fund a Roth to the max and then put some in the 401k. I know they don't match but I think you are probably in a high tax bracket (single, not too many deductions) so this would help lower that burden. Then pay off the student loan!
You could actually pay off the credit cards and tax right now with your cash if you promise to be frugal the next few months and build your cash back up! This might make you feel better about your situation. You could have your student loan paid off by the end of the year!
