This is an interesting blog post, but unfortunately it is not dated so I don't know if it is for this year or a previous year. 10 Turbo Tax Discounts and Coupons
I should have mentioned that I use on-line versions of Turbo Tax and have for several years. Used to buy the disk each year, but now the on-line versions are just so much cheaper.

There's a thread on another forum that is tracking all the various deals and such for TurboTax. The best deal is from Vanguard, if you're one of their super-elite customers - it's free. Other than members-only deals like that, the best deal for TurboTax for your PC that I've seen posted is retail on Amazon.com.

If you are with State Farm for anything (insurance, banking) the past several years they have offered Turbo Tax for free (the $49.95) version with upgrades to the next to levels at $20 a piece. IT isn't posted yet for this year, but thought I would share if folks weren't aware.

I assume when you mean "those who don't qualify" are you referring to state taxes? Seems like the basic federal tax forms are always free through companies like turbo tax, etc. Only if you want the upgraded version does it cost anything (though i have a fairly simple situation, so i don't need a complicated form). As for state taxes, I don't qualify to do the free online file, but I usually just then say "screw you ucle Sam" and fill out the paper form for free and mail it in. I still can do direct deposit and I still get the state refund pretty quickly. I just don't see the point in paying a company to do my taxes for me as long as I don't have a really complicated tax situation.
