Which bank do you feel is better overall, ING or Emigrant?

I like Emigrant the best, I opened up an ING account first but then found Emigrant and they have always paid more then ING. I wish they had a referral program at Emigrant?

IMHO:

why Emigrant is better:
1) 0.50% higher rate (average of about 0.40% through out this year)
2) Secure message system for emailing account-specific questions

why ING is better:
1) Offers no-minimum CDs that can be funded easily online
2) Referral program
3) Easier and quicker application process
4) Allows 3 rather than 2 linked accounts (and these can be set up online now)
5) PIN Guard password system reduces threat of keyloggers

About equal:
1) Customer service (at least my limited interactions with them)
2) Transfer times about the same

Interest rate is still the most important factor for me. If Emigrant had only averaged 0.20% over ING this year, I might give it to ING. But an average of about 0.40% is too big to ignore.
