Is there any rule in AZ which states that DH and I need to be with the same car insurance company? He has a terrible driving record and I don't want my rates to go up because of him !

Insurance laws vary by state, so we wouldn't really know.
You should probably just call your agent and ask. He/she'd know the laws in your state.
If they say 'no that's not required' you have your answer.
If they say 'yes it is required' - call a competitor's agency to confirm.
But either way, they'll probably ask "is there anyone else in your household who might drive this car?" and in order to stay honest, you'd have to answer "yes" - so it doesn't really make much difference.

I agree with JPG, it all comes down to whether or not you want DH to drive your car at any stage. If the answer is no (and lets face it you said that he had a bad driving record) then there is not reason that you cannot go with another insurer and only put down yourself as the driver.
