I'm not sure how it is in the USA, but where I live the difference in the rate is negligible. If you want to do it for your piece of mind I think it's a great idea. At least where I live the savings on insurance wouldn't make it worthwhile.
Probably. We got some small discount for having a peculiar thing you had to do to even get the car to start. That was an anti-theft measure. It surprised me how often we had to tell mechanics how to start the car, as this was not an after market add-on but standard on the Hyundai at the time.
ETA: The anti-theft discount I get is probably relatively larger. I live in a higher loss to theft area, so payouts due to theft are a little more likely.
