It will take both sides putting partisan politics aside. Each giving a little and taking a little, reaching what in the old days was a COMPROMISE.
To only attack this problem from one end, is ridiculous. Work it from both ends and meet somewhere close to the middle.
After all, isn't that what we pay our politicians for...supposedly...
