Sooner - with the rates so low, there is no place to put short term money. There is no incentive to invest in US bonds - 70% of US debt is to US citizens, if the rates go up, we will all gain.

I think you're going to see inflation creep up a little too much for their liking and they're going to have to raise the rate by 0.25 or 0.5 points before their targeted 2013-14 range.
