I think with a small amount like that, your best option is something like a total stock market index fund. I don't know what etrade offers. You could transfer it to a good low cost mutual fund company like Vanguard or Fidelity if etrade doesn't have a comparable option.

This site lists e-trade products with an equivalent Vanguard product for comparison. Do you plan to add contributions to the current value $ 5,600? If you wish to transfer to Vanguard, have them do the entire transaction since if you make any type of error completing the documents it has potential to cost you both penalty and income tax.
We often suggest Vanguard products because they have a low fee and low administration costs.. It's important to understand what you are investing in and costs that are often hidden.
