Snafu - it should be based on earnings, right?
So if the company has a business model that makes sense and generates profit, then it should be providing value. Take Coca-Cola for example, they make drinks that people like to consume, and are happy to pay for. You can look at their books and see the value based on their earnings statements.
Once you have a real sense of their earnings, then you can come to a valuation based on price. Any variances base on that analysis should tell you if price manipulation is a possibility.

That's always been the rule until Trump came along.
