Anyone else get the PayPal email for $5 off $15?

I got one and wondered if it is good for a $15 gift card on eBay. It's enticing to just buy something worth $15 and get $5 off but I don't need more stuff.

I bought a $15 Walmart gift card from their website for $10, good deal using the above Paypal email deal. This is another example of an email from Paypal for $15 off $75 at eBags, perfect timing because I need a new suitcase as well.
