Im not aware of smog/emissions in PA period. At least where my parents live they dont have to deal with that. Maybe in philly or pitt?

Certain counties in PA require emission testing on non diesel vehicles. Mine is one of them. Washington County, which is in the proximity of Pittsburgh.

OP's in LA; it requires smog test on all cars (except very old ones and > 5 yr old ones).

I gave up on trying to fix it myself and paid the professionals. It was worth it to get it done with and now I can move on with my life (lol). The parts were cheap but the labor was expensive but had to be done. As Like2Plan, sv, and bj mentioned it was also necessary to pass the smog test where I live in Los Angeles.
