SWAGBUCKS VISA checkout offer?

hi - has anyone signed up for the swagbucks Visa checkout offer for 500 SBs? you sign up and register a VISA card. but, do you need to actually use the account? or can you just sign up? i'm not clear and wondering if anyone has done this. thanks!
