  • $500,000 in Saxo Bank

In my country I can't invest directly with Vanguard, and have to go through a broker.
Saxo seem like the most reputable, but is there any risk that they might fail and I'd lose my investment even though the ETF itself would be doing fine?

If you would just be going through the broker to purchase shares of a Vanguard ETF, it shouldn't matter if the broker fails. Your investment should be just fine as your money won't be with the broker but with Vanguard.
