The unemployment numbers are bogus. Your graph is highlighting it. They measure by the U-3 (~7%) and U-6 (~13%) statistics and others. Both track different things but I'll leave you to do the research and find out for yourself.

The lack of employment rate concentrates on those workers qualified for and gathering lack of employment advantages. A huge section of the inhabitants have used up all their advantages and are no longer qualified. A section has not worked adequate or gained adequate amounts to be eligible for getting the best benefits in employment.

Now a days ratio of UN-employed is really devastated and in fact if someone do willing to have some sort of skill then he is successful.
