There are some surge protectors that kill all power when the primary item is turned off - like when I shut down my computer, all the various peripheral devices lose power. Any device that has a bulky converter on it will always use a little bit of power unless they are unplugged or they lose power.I YQ YQ R

To answer your question, you can now via a Smartphone remotely monitor or automate all functions in your home from energy like gas, electric and home security. I forgot name of company that provides service, I'll have to ask my friend. So, yes it does work and work it.

One beneft of a home energy monitoring system would be awareness of your home's energy use. It would verify whether your meter is accurate. Many items in our home are gobbling 'phantom' KWH when not actually in use.
If your community offers energy audits, they can work out cost benefit ratio of simple changes for major reductions in over all energy use.
