I think you are off to a great start just having a budget. I live by my budget and look at it almost daily. A lot of how to spend that "extra money" is dependent on the person. I don't see spending some money on house cleaning as a bad thing. If you get value out of it, then that's what you need to do.
The phone situation is good. I know a lot of people who have home lines and never use them. What a waste of money! Also, I would still separate home/car maintenance. Even though the house is not needing repairs, I have found that I'm always getting something for the house; fertilizer, furniture, etc. I usually put all that under "house."
Like I said, it all depends on the person. I hope having a budget eliminates some anxiety for you. I know it does for me.
