Technically, all you have to do is delete the Army files if the computer was used in accordance with the DoD telework policy. You do not have to shred or otherwise destroying the files. Of course, that's because if you conform to the policy you don't have anything sensitive enough to cause a problem if recovered...

DH is paranoid. I'm sure most items we NOT of sensitive nature since he plays by the rules, except his SSN.

Yep...that was stated before. DH was only comfortable with selling it, if we removed hard drive.

The point of my update was that I was able to keep the computer out of the landfill and keep the hard drive out the hands of the thieves DH's is so paranoid about.
