from the story it appears that Gresham is underfunded and do not have the financial ability to call victims to get their cars back so instead they call the tow company

do not get your car stolen in Gresham ;-) I am not sure what I would expect them to do but this just does not seem right

do police departments get a cut if the fees or is this just easier than helping victims of crimes?

My car was stolen and recovered just about 16 months ago. I had to pay the towing and storage costs etc. In fact, it had been sitting in the storage for 24 hours before the towing place called me. The police called me 3 days later to let me know my car was recovered-nice.

I was just so glad that it was recovered and didn't have to deal with the hassle of getting new one.

glad you got it back ;-) we live just outside a big city everyone steals cars from the city and ditches them in fields out here, usually the burn them;-0 sucks for victims to pay but of course somebody must ;-(

I once got my bike stolen and since the amount of bikes stolen and recovered are so huge they do not even try to return them instead they wait till their basement is full then auction them all off!
so no point in reporting most things stolen unless you need a police report for insurance reasons.
