Balance transfer: 3-4% transfer fee depending on the company you're moving the balance to.
Savings account: 1% at best.

Pay off the card. Why lose 2-3%. No brainer, IF you already have sufficient savings for an emergency.

Pay off the credit card debt as soon as possible. I would even consider using savings to pay it all off as you are paying nearly 20% in interest!!
