I don't know if this will help you or not, but when I was having difficulties a few years ago, I got rid of all home and cell phones, and internet. I bought a magicjack for 30 dollars for a year of service. I then used McDonalds, libraries, and my school for free internet, and used the magicjack for phone calls when I was connected to the internet. This made my total bill for phone and internet less than 3 dollars a month. And in a way, it was a relief to not be connected to a cell phone 24 hours a day...
