There's no such thing as a withdrawal hardship loan. There's a 401k hardship withdrawal and a 401k loan. The hardship withdrawal is not paid back, which is why there is a 10% penalty. You can still borrow from your 401k and there is no penalty other than the long term growth damages from withdrawing your retirement temporarily.
