ING drivers license question

I have a friend that wants so sign up with ING, but on the information application they ask for a driver's license. Is there any way to sign up and get the bonus if you don't have a driver's license?

I think that if you call their toll free number, they can set you up over the phone so that you don't need the driver's license and your friend can still get the bonus.
