THat's interesting.
As insane as the IRS is, in general I have not seen them bill for pennies. I have actually gotten those notices about how a client owes pennies but they are waiving the payment because it is less than $1. Wonder if they are getting more desperate. Or if it was an error. BUT, I remember thinking, "You have got to be kidding me." Why would you notify someone you owed them or they owed you less than $1, but nevermind. How much is postage these days????? Gotta love it.
