Well I would definitely not go there. I have never gone to a buffet and liked everything I have tried. My leftover is usually just a few bites but I wouldn't be willing to choke something I didn't want down.

Interesting concept, but I'm with Caoineag... I'd probably avoid the place myself. You've paid for the food you put onto your plate--thus the large individual cost at most buffet-style restaurants. Once it's on your plate, it's a sunk cost anyway, so it's wrong (IMO) to charge additionally for leaving food.

I think a better way to go about it would be to offer doggie-bags at an additional charge.... Maybe $5 a pop for a pint-sized container. That would be much more palpable to me, and would make good business sense.
