A leading English art body is offering interest free loans to cash-strapped art lovers in the hope of enticing them to dabble in the market. The offer by the Arts Council of loans of up to £2,000 ($3,710) under the Own Art program follows a survey that found 4.9 million people in England had already taken the plunge into the art market and another 5.9 million wanted to. "We want the arts to be at the heart of our national life and I believe that Own Art can bring about a real change in the way we engage with the contemporary visual arts," said Arts Council chairman Christopher Frayling.
