Does your public library provide this? Or do you "rent" their computer for the time spent online? What are the fees you pay for 30 minutes, 1 hour, etc?

Our library has free access. I believe they have about 100 computers for public use. They also have free WiFi so you can bring your laptop and get on that way.
ETA: You do need to have a library card.

Free Wifi with your library card.
Free use of library's computers, too. These are heavily used. If you want to print, you have to reserve a library computer, as there is no wireless printer connection. |

Trick is to sit outside, off hours, with laptop. Much faster! (Wifi) |

Our libraries are also free for members who sign up, and all they require is your driver's license to prove that you are a local resident for sign up. However, they do have a 90 minute limit. After that, you have to give up your seat for someone else, but if there are no one else waiting, then they'll give you more time.

Both library systems I have used (one in the city I used to live and where I live now) both offer free access. You have to have a library card to use, and there is a time limit. They both also have free WiFi.
