Default Tax credit question on HOMESTEAD PROPERTY TAX CREDIT?

Me and dh are doing our taxes for 2008 state and have not filed yet. My dh does them on his own. We question if we are qualified for this homestead property tax credit.

We are using form Mi(Michigan) 1040 CR.
The top of the form (line 5)it asks to check a box if you are a) age 65 or older, or an unremarried spouse of a person 65 or older at time of death(not us) or
b) deaf, blind, paraplagic etc(not us either)

WE are not sure if you have to be over 65 or blind etc. to get this credit. Line 32 and 33 implies you may be qualified otherwise, but get more if over 65 etc.

We figure we have money coming to us with this credit but are not sure, and on't want to submit it if we are not.

can anyone help?
thanks

Our taxable home value is $84,800
Property tax levied $2543 (I think levied means paid)
Subtotal of household income was $50,657 (we did a lot of 401K and had a lay off this year so not too high)
Paid $1175 in medical insurance (the amount dh paid from his check for our portion of medical insurance, his job charged it after taxes too)
