Lottery tickets can be fun when part of the event is everyone scratching them off together and cheering for the winners. They are always the hit "secret santa" gift at our office parties. It's probably because no one really buys them for themselves and we all realize just how silly they really are. Much better than yet another bottle of scented hand lotion that you will never wear!

If you have $1000 to budget, and say, lottery tickets are $1 each, get 1,000 of them, and give everyone as many as you can. Chances are quite a few people will win money ($20-$100 prizes, etc), although you're not likely to match the $1000 you spent.
