Default Another Business Q - Outsourcing Work to Foreign Individual

I'm thinking about having some one that resides in a foreign country do some design and script work. My question is, is a receipt for the work the only thing needed to write off this expense? Is a receipt showing payment going out of country acceptable? Is there any limits money wise for the amount of work that can be oursourced out of country?
