It is essentially a mailing list for coupons. One person starts by gathering a list of people who want to participate, collecting their addresses, and compiling them into a master list. Then, everyone on the list gets a copy of this, and you begin:

Person number one starts with about 30-50 coupons (or any designated number chosen by the owner/"conductor" of the train) and sends them to person number two. Person number two goes through these coupons, takes what they want, and replaces them with ones he/she doesn't want.

These coupons are then passed on to person number three. You go through the list, and when you get to the end, you continue on with person number one again.
