Default Non peak electricity reduction?

To you have non peak use hours in your area for electricity? I feel sort of dumb. I never knew about this and a friend just told me that our area has had this for a number of years. If you use energy at night instead of during the day it costs less since there is less demand for it. Is everyone familiar with this and I've just been stuck inside a cave?

We have that in our area, but I know some places don't. It can save quite a bit in summer when everyone is running their air conditioners.
