After filling out the form, it said the coupon was on it's way but also said coupons only available to residents of Wisconsin and Pennsylvania. Strange.

Not available everywhere. Doesn't tell you until after you fill out all of the info.
Your coupon will be in the mail right away! Offer limited to one per household. Coupons only available to residents in Wisconsin and Pennsylvania. Anyone live there that wants my coupon, if and when I get it? Just let me know.
