Default Small comment on spam reporting

Apparently, reporting spam can only be done within intervals of 60 seconds as well. May I recommend this time lapse be removed?

Thanks Jeffrey. It's just a minor nuisance when I have to wait 60 seconds to report each and every spam.

along the same lines (i guess?)... apparently i can only 'moderate' (aka delete spam) from certain area and not others. is this the correct setup (if so no prob), or are moderators supposed to be able to delete all spam?
