Default Debt "Solutions"

What is with these companies advertising on radio and TV about "credit card companies have been given billions and need to clean their books once and for all" or "if you have X dollars in credit card debt, you have the right to settle that for a fraction of what you owe"? Are consumers really listening to these advertisements and falling for these marketing traps? Fact: banks and credit companies are still in business and have not been "given billions" to clean their books. There are only two ways to get debt forgiven: bankruptcy and statute of limitations. So, if this is the case, then why are these companies allowed to spam media with a bunch of BS?
