If you've been a customer for years with a solid history of paying on time, they should agree to waive it. Call and tell them you want to cancel the card. They'll ask you why, and tell them you're switching to a card with no annual fee. They should offer to waive it right there.
You can use the same tactic to get your interest rate lowered a few points. The credit card industry is highly competitive and they're almost always willing to give you a break rather than losing your business to a competitor.
