I dry outside even if there is snow. They still dry as long as the sun is out. I also can hang clothes in the basement to dry-I have done that several times this summer when it was raining outside. I also have a wooden clothes rack that I use inside, or move to the back deck.
Just don't have stuff from a ceiling fan. I did that once and forgot and flipped on the fan. A friend of mine hung a wet jacket (from rain) to dry from her fan (while it was off) and the weight of it pulled the fan down off the ceiling.
