I believe that's discussed in the COUPON EXCHANGE Forum, there's a scroll down menu at the bottom of this thread. Coupon trains consist of groups of people sending ONE packet of coupons all around in a circle, through the mail. The "conductor" starts the envelope, which visits all the "cars" in the "coupon train," and the last person is the "cabooze" who then sends it back to the "conductor."

Different websites have different directions for coupon trains, and different requirements for people to join coupon trains.

When you receive the envelope filled with coupons, you remove those that you want, and replenish the envelope; care has to be taken that the envelopes don't become filled with expired coupons; also, sometimes the "train" is broken, when the envelope gets lost in the mail.
