Capital One Auto Finance is good. You get pre-approved and they send you a blank check that you take to the dealership.

I used them 3 years ago, got approved for $20K, but in the end I decided to lease the car instead, so i just discraded their check.
By the way, where did you see such low rates? Currently Capital One is offering 7.29% on used car loans.
