I for one do not buy simply because something is on sale (except basic toiletries). Rather, my first question is whether there is actually a need for it. Then, we can talk about how much it costs.
Even then, I believe in "value" not "price". This has been discussed in the past regarding the difference between being "frugal" and being "cheap". Basically, I spend as much as it takes to get the level of quality I need. Quality / Price = Value quotient. Something like that.
But yes, basically I agree with you.
